Country IWRM Report Structure

Country IWRM Report (Template IWRM Performance Indicators) The IWRM Performance Indicators for each of the six water management issues were developed using the following Template IWRM Performance Indicators as shown in the Table below. The Indicators are organized under four indicator types. They are

  • Outcome Indicators
  • Enabling Environment (EE) (Management Indicator)
  • Institutional Setup (IS) (Management Indicator)
  • Management Tools (MT) (Management Indicator)

The “Outcome Indicators” are values reflecting the State of Performance for a given IWRM issue, whereas the “Management Indicators” measure the progress in achieving a set of desired Outputs over 8 stages, with the presence (Yes) of the desired Output reported as Stage 8, and the absence (No) of the desired Output reported as Stage 1 to 7, indicating the state of progress in the achievement of a specific desired Output in each of the management category. The following are the eight stage “Process Indicators” to report on the stage of progress in achieving a specific, desired Output. Stage 8 represents the full achievement of the desired Output, when the reporting will be on the monitoring & evaluation of the effectiveness of the desired Output in supporting the achievement of a desired outcome. NA is use to report that the indicator is “Not Applicable” to the country. Process Indicators for desired Outputs

  • Stage 1 – Output not recognized as a need
  • Stage 2 – Output recognized as a need
  • Stage 3 – Output requirements clarified and defined
  • Stage 4 – Existence of a Plan to produce the Output
  • Stage 5 – Stakeholders consultation on Output in progress
  • Stage 6 – Stakeholders agreement on Output secured
  • Stage 7 – Plan implementation in progress
  • Stage 8 – Effectiveness of Output is monitored and evaluated
  • NA – Not Applicable
