COUNTRY IWRM PERFORMANCE REPORTS
Template IWRM Performance Indicators
The IWRM Performance Indicators for each of the six water management issues were developed using the following:
Template IWRM Performance Indicators as shown in the Table below.
The indicators are organized into four categories: one Outcome Indicator and three Management Indicators:-
i. | Enabling Environment (EE) |
ii. | Institutional Setup (IS) |
iii. | Management Tools (MT) |
The Outcome Indicators represent values that reflect the State of Performance for a given IWRM issue. In contrast, the Management Indicators measure progress based on the attainment of specific desired Outputs across eight stages.
For the Management Indicators, the presence of a desired Output is reported as Stage 8, indicating full achievement. The absence of the Output is reported within Stages 1 to 7, which reflect varying levels of progress toward that Output within each management category.
The following are the eight-stage Process Indicators used to report progress in achieving a specific desired Output. Stage 8 signifies full achievement, at which point the focus of reporting shifts to the monitoring and evaluation of the Output’s effectiveness in supporting the desired outcome. “NA” is used to indicate that a particular indicator is not applicable to the country.
Process Indicators for desired Outputs
Stage 1 Output not recognized as a need
Stage 2 Output recognized as a need
Stage 3 Output requirements clarified and defined
Stage 4 Existence of a Plan to produce the Output
Stage 5 Stakeholders consultation on Output in progress
Stage 6 Stakeholders agreement on Output secured
Stage 7 Plan implementation in progress
Stage 8 Effectiveness of Output is monitored and evaluated
NA Not Applicable

Indicator Type | Indicators |
Outcome Indicators | List of desired outcomes to be measured (quantifiable)
Brief Description– Give a brief description on the progress in achieving the desired outcomes. |
Enabling Environment (EE) Indicators | List of desired EE outputs to be monitored (8 Stages)
YES – Desired Output (Stage 8-Monitoring & Evaluation) No – Desired Output (Stage 1-7 Status of Progress) Use 7-Stage Process Indicators to report on the current status of progress on development of the desired EE output. Brief Description – Give a brief description on the progress in achieving (Stage 1-7) or monitoring & evaluation of effectiveness (Stage 8) of the desired EE outputs. |
Institutional Set-up (IS) Indicators | List of desired IS outputs to be monitored (8 Stages)
YES – Desired Output (Stage 8-Monitoring & Evaluation) No Desired Output (Stage 1-7 Status of Progress) Use 7-Stage Process Indicators to report on the current status of progress on development of the desired EE output. Brief Description – Give a brief description on the progress in achieving (Stage 1-7) or monitoring & evaluation of effectiveness (Stage 8) of the desired IS outputs. |
Management Tools (MT) Indicators | List of desired MT outputs to be monitored (8 Stages)
YES – Desired Output (Stage 8-Monitoring & Evaluation) No Desired Output (Stage 1-7 Status of Progress) Use 7-Stage Process Indicators to report on the current status of progress on development of the desired EE output. Brief Description – Give a brief description on the progress in achieving (Stage 1-7) or monitoring & evaluation of effectiveness (Stage 8) of the desired MT outputs. |
