The IWRM Performance Indicators for each of the six water management issues were developed using the following:

The Indicators are organized under four indicator types. They are (a) Outcome Indicators and three Management Indicators – (i) Enabling Environment (EE), (ii) Institutional Setup (IS) and (iii) Management Tools (MT). The Outcome Indicators are values reflecting the State of Performance for a given IWRM issue, whereas for the Management Indicators progress measurement is measured based on the progress in achieving a set of desired Outputs over 8 stages, with the presence (Yes) of the desired Output reported as Stage 8, and the absence (No) of the desired Output reported as Stage 1 to 7, indicating the state of progress in the achievement of a specific desired Output in each of the management category. The following are the eight stage Process Indicators to report on the state of progress in achieving a specific, desired Output. Stage 8 represents the full achievement of the desired Output, whereby the reporting will then be on the monitoring & evaluation of the effectiveness of the desired Output in supporting the achievement of a desired outcome. NA is use to report that the indicator is Not Applicable to the country.
