The IWRM Performance Indicators for each of the six water management issues were developed using the following:

The indicators are organized into four categories: one Outcome Indicator and three Management Indicators:-

i. Enabling Environment (EE)
ii. Institutional Setup (IS)
iii. Management Tools (MT)

The Outcome Indicators represent values that reflect the State of Performance for a given IWRM issue. In contrast, the Management Indicators measure progress based on the attainment of specific desired Outputs across eight stages.

For the Management Indicators, the presence of a desired Output is reported as Stage 8, indicating full achievement. The absence of the Output is reported within Stages 1 to 7, which reflect varying levels of progress toward that Output within each management category.

The following are the eight-stage Process Indicators used to report progress in achieving a specific desired Output. Stage 8 signifies full achievement, at which point the focus of reporting shifts to the monitoring and evaluation of the Output’s effectiveness in supporting the desired outcome. “NA” is used to indicate that a particular indicator is not applicable to the country.
